On the morning of July 24, the Jilin Province Talent Development Conference was held via video. Provincial Party Secretary Jing Junhai attended the conference and delivered a speech. Provincial Deputy Secretary and Governor Hu Yuting presided over the conference and also spoke. The meeting recognized talents who have made outstanding contributions to the economic and social development of Jilin. Xuan Jingquan, Chairman and General Manager of Jilin Aolaide Optoelectronic Materials Co., Ltd., attended the conference and accepted the award as a representative of outstanding contributing talents in Jilin.

At the meeting, Vice Governor Liang Renzhe read out the decision of the Provincial Party Committee and Provincial Government on supporting the innovation, entrepreneurship, and creation of outstanding contributing talents in Jilin Province. Provincial leaders including Jing Junhai and Hu Yuting presented certificates to representatives of outstanding contributing talents in Jilin Province. Academician Liu Yichun of the Chinese Academy of Sciences, Chief Li Jincheng of China FAW R&D Institute, Director Jia Ping of the Changchun Institute of Optics, Fine Mechanics and Physics, General Manager and R&D Director Ni Guodong of Changchun Rongde Optical Co., Ltd., and Chairman Song Dewei of Jilin Chemical Fiber Group spoke as representatives of outstanding contributing talents.

Jing Junhai, on behalf of the Provincial Party Committee and Provincial Government, warmly congratulated the honored outstanding contributing talents in Jilin Province and sincerely thanked them for their important contributions to the revitalization and development of Jilin. Jing Junhai emphasized that talent is the primary resource for development, a key element for innovation, and a core competitive advantage. Doing a good job in talent work is an inherent requirement for achieving high-quality development, a practical need for accelerating transformation and upgrading, and an inevitable choice for gaining strategic advantages. We must attract and recruit talents in a demand-oriented manner, focusing on key areas such as industrial upgrading, technological innovation, open cooperation, and rural revitalization, to attract, retain, and gather talents through careers, allowing talents to showcase their abilities and gather in Jilin.
Jing Junhai emphasized that the vast talents in Jilin are an important reliance for us to do a good job in talent work. He hopes that everyone will seriously work on attracting talents with talents, nurturing talents with talents, retaining talents with talents, and utilizing talents with talents, guiding more talents to actively return to Jilin, take root in Jilin, and cultivate Jilin, discovering and nurturing more reserve talents and young talents, providing more guidance, responsibilities, and opportunities for potential talents, allowing the talent team in Jilin to pass on the torch and continuously grow.
Hu Yuting pointed out that we must deeply implement General Secretary Xi Jinping's important thoughts on doing a good job in talent work in the new era, placing talent development in a more prominent position, and implementing the key tasks of building a strong province with high quality and high standards, accelerating the transformation of cultural and educational advantages into development advantages. We need to discover and cultivate a group of innovative talents and open a "green channel" for introducing high-level talents. We must implement the "Talent Policy 3.0 version" and its implementation details well, improve a flexible and effective talent incentive mechanism, solidify the responsibility system for talent work, strengthen typical selection and guidance, and cultivate a good ecological environment for talent development.
